Description

It would be great to have the possibility to define services in a global Services.yaml and/or Services.php file independent of extensions (for example stored in "config/Services.yaml" or "config/Services.php".

Currently, I have the following scenario:
- Use a clock interface (stella-maris/clock)
- Use a clock implementation (lcobucci/clock)

The interface is used as type hint in constructors for DI. To get this working I have to define the clock interface as an alias for the implementation in my local extension. When I want to use it in separate local extensions I have to put it into the sitepackage extension.

But: Then I have to load the sitepackage extension as dependency in functional test cases (which then has different other dependencies). This also breaks up the isolation of the test case.
