When the install tool is loaded standalone using /typo3/install.php, tooltips in the "Manage Language Packs" card are visible as on the screenshot below:
When the install tool is loaded in a frame as part of the TYPO3 backend, the tooltips are not initialized. Reason for this problem seems to be, that the modal dialog is created on the top level document.
