Module: Change action icon handling

Description
- show action column icons only on rollover
- if no actions are allowed for one row, display a text in this column "You are not allowed to edit this element" or something else
- Assignee set to Steffen Ritter
- Target version set to 4.5 Beta 2
Hiding actions, has been committed in r 3121.
The task with the text seems to get quite complicated, therefore I would like to postpone this to 4.6 (need to build an own column-Type which renders an action column on purpose if needed).
