Not possible to publish change of IRRE ordering

Description
I'dont know, if it is a real bug or I'm to stupid to use the new worksapaces module.
After downloading and installing 4.5 beta4, I created an Powermail content element with some fieldsets and some fields in the LIVE workspace.
Now I switched from LIVE to Demo Workspace and changed the order of the fieldsets. When I save this, I see the new order in the Demo Workspace, and the old order in the Live Workspace. Fine so far.
So I go to the workspace module, where I can find 4 changed elements. I check all checkboxes and select "Publish to live". But nothing happens. The 4 records remain in the Demo Workspace.
Publishing a single "Text with image" went well.

Do you get any error messages or entries in the sys_log table?
Please try to set the User TSconfig option "workspaces.considerReferences = 1" that automatically follows dependencies of nested child-parent relationships while swapping/publishing.
If that does not help, please add a screenshot of the workspace module that shows the current scenario on your side. Thanks!

Adding workspaces.considerReferences = 1 does not change anything.

A short addition: It's also reproducable with irre_tutorial, so powermail could not be the root of the problem.

Sorry, my mistake was not to write options.workspaces.... Just tested the publishing with rc1 and it works perfect.
But why options.workspaces.considerReferences = 1 is not the default?
