Extend Filemounts and Filelinks to provide for secure downloads and downloads from other directories

Description
Provide for an extension (or a core-patch) which allows for creating secure downloads or downloads of files that are not directly accessible via www. A plugin, placed on a download-page, delivers the file while setting the correct headers.
All of this should work transparently in the RTE and at all other places where links can be generated. For an author it should not make a big difference to create a secure links in comparison to a regular link (e.g. he should be able to select the file in a tree-view and set FE-User permissions afterwards).

This is part of the File Abstraction Layer project - at least the lowlevel stuff, the download extension would have to be created; but I'm sure we will manage to do so.
