current description is like this:

If set, you can install extensions in the sysext/ dir. Use this to upgrade the 'cms' and 'lang' extensions.

This has lead users to enable it cause they thought it wold help them on problems with installing language-packs in 4.0. ;(

My Suggestion:

If set, you can install extensions in the sysext/ dir. This should not be necessary since systemextensions are kept by typo3 source-packages. Only enable this if you really know what you are doing. You might get unexpected results otherwise.
