module permissions: add checkboxes to choose which options to change

Description
With more complicated permissions- and owner-structure in a pagetree, it is sometimes neccessary to change only only one aspect, e.g. the owner or the permissions for the group. By default, TYPO3 doesn't offer any way to do so.
To make this possible, I have patched the permissions-module of the TYPO3-backend. It now offers five checkboxes to independently choose whether or not to set the owner, the group and the permissions for the owner, the group and all other users. I have also translated the neccessary labels (only three) to German and attached a patch for the l10n-de-files.

Most of that is solved with #15619 - for single permission changes (not user / group), sub pages can be selected or the current checkboxes left unchanged.
