Please refer the attached screenshot. This also appears on messages on the mail. Japanese characters does not displayed correctly. Can I fix this by myself?

That patch solve the problem.
But I am not sure how it will work on non UTF-8 environments.

But, I can not find class.wslib_gui.php file in TYPO3 4.1.5.

This patch is against TYPO3 trunk.
In 4.1.x lines which i patched was in typo3/mod/user/ws/index.php
