Description

The Header is set by startPage($title) to HTML 3.2 instead of HTML 4 as described in the top of the class when docType is empty.

This has been solved in trunk, not in the 4.2 branch

This has been fixed in trunk (4.3) with #19179 where we also switched the backend to xhtml by default.

I think we can leave this misleading comment in 4.2-branch as it's really a very minor issue. I resolved this issue for now with "No change required".

If you still think this must be fixed in 4.2, please reopen the issue and prepare a patch.
