Description
As with the CMS extension where the well-known pibase class lies in that almost all frontend plugins extend from the new MVC system should be required and be available at all time as well.
This allows us to safely use Extbase and Fluid in other places of the TYPO3 Core.

is this really wanted? IMO someone can happily avoid extbase if he doesn't need it... no need to require more than needed
