Pagemodule don't show clipboard paste icon when there is no content

Description
Copy and paste is not nice in page module either, you have to use context menu. On empty page there is no way to paste content.
copy/cut any content element, go to a page without content.

I attached a patch doing the following:
- Add a paste into link to each column header
- Add copy/cut icons to each element header
- Add paste after link to each element header
Furthermore:
- Set min-width for each column to 150px

- Moved min-width to the same CSS file in folder "structure".

- Using $BACK_PATH now for TYPO3 installations in a subdir
- Fixed a bug resulting in active copy and cut icons at the same time

Version 10 added.
- Copy/Move takes language into account
- If you move a record from default language to another language, all translations of the record will be deleted
