Integrate new workspace module based on ExtJS

in the last year the newly formed workspaces team worked on many improvements to workspaces.

what has been done:
- new backend module
- moved as much as possible from core to sysext (workspace selector, tca ...)
- added custom stages
- new workspace preview for frontend
