The install tool should check if typo3conf, fileadmin, uploads, typo3temp are writable before installing

Description

I tried the beta package with the introduction package but installing failed. One of the first things i do after an install is checking the paths in Basic Configuration to see if all are correct. I found out that some of them weren't writable.

After setting all paths correct, the introduction package still didn't show correct. I found out it was due to this error:

Core: Error handler (BE): PHP Warning: copy(/var/www/public_html//fileadmin/default/templates/images/step1.png): failed to open stream: No such file or directory in /var/www/public_html/typo3conf/ext/introduction/Classes/Import/Filestructure.php line 77

The installation of the introduction package failed and the file wasn't there.

So before running the 1-2-3 installtool, it should check if all the relevant folders are writable (it currently checks for typo3conf only).
