htmlArea RTE: Add possiblity to set pastetoggle to ON by default

Description
It would be nice if the admin had the possiblity to set the button "pastetoggle" per default to ON so that the editor wouldn't have to press this button every time he/she pastes content from an external resource into the RTE.

I am wondering, why the corresponding setting on the RTE tab in the user settings is ignored. Or do I misinterpret this Setting (in german: "Modus für sauberes Einfügen": "Als einfachen Text einfügen")?
Additionally you need to add a new button to the RTE which is called "pastetoggle". The options in the user settings only define what happens with the pasted text when pastetoggle is activated.
Ah, I see. Then back to feature request mode: The Admin should be able to set the default state of pastetoggle to On. And it should work without the button visible, so users can't switch it off. Our users will never in life enable this feature by theirselfs, so the admin must set it for them.

The manual will be updated to document the user settings added by the RTE. Default and overriding values may be set for those in User TSConfig. For example, setup.override.rteCleanPasteBehaviour = plainText, forces the specified clean paste behaviour, the user not being able to change the setting.
New Page TSConfig properties will be added:
RTE.default.buttons.pastetoggle.setActiveOnRteOpen : If set, and if the pastetoggle button is enabled, the button is toggled to ON when the RTE opens.
RTE.default.buttons.pastetoggle.hidden : If set, and if the pastetoggle button is enabled, the button is hidden in both the toolbar and the context menu. Hence, if buttons.pastetoggle.setActiveOnRteOpen is also set, all paste operations will be performed using the set clean paste behaviour.
