Move all Marker based or php based templates to fluid in system extensions

Description
In many places in the core we have old style marker based templates or mixed php / js / html stuff.
This should be heavily reduced and replaced with fluid standalone views to reduce the risk of errors and inconsitencies!
Examples:

- em

This will make fluid a required system extension.
I'd personally love to see this, we could start with simple module like about module or something like that. There should be sub issues for each extension that should be created if someone starts hacking on one.

personally i do not see any problem in the depency, as fluid is shipped with typo3 core and for sure, this could only be the parent task. ;)

afaik most of the system extensions are extbased now

i am closing this issue as extensions will change to fluid only if needed, e.g. if major changes need to be done!
