add 'special' comments for CONSTANTS

Description

If would be nice when t3editor will be able to assist me when entering a CONSTANT in the constant area of a template.
When i start writing a comment in the constant area of a template the t3editor should suggest me to enter values for the constant editor (special comment):
#cat=[category];type=[inputTyp];label=[Descrition]

When entering a CONSTANT, that do not have a special comment in the line before, t3editor should remind (javascipt dialog) me to add a special comment when leaving the code line (new line / enter; not when navigating with arrow keys). This behavior should be able to activate/deactivate by a checkbox. When answering the dialog with "Yes, add a special comment" it should jump the cursor to the beginning of the line above and add "#cat=" and suggest all available categories (as defined until now). Another checkbox should be there to skip the dialog and auto jump to the line.

It would be gread if i can see this feature in a upcomming release.
