State "excludeFromUpdates" is ignored if updates are available

Description
The extension is marked as excluded from updates, but the em still offers an update for it and you can execute it. Seems like the feature is broken somehow...

Edit ext_emconf.php and change status field to 'excludeFromUpdates'.

The situation in 4.5 seems to be much worse. Maybe another non-backported bugfix is missing in this branch currently?
