why is this changeset not integrated in my typo3 installation version 4.7.4?

As far as I can see, this has not been backported to stable versions. The messages that appear above related to erroneous issue numbers being used in some pushes to Gerrit.

If this issue is backported to other core versions, the fix here should be merged with the unicode follow-up part from patch #41074
