Dear Team,
I found the following beahvior in a custom workspace:
If the state has to be changed to the next level to publish there will listed all users of the group even if they are diasabled/inactive. Please check for user state to avoid listing of actual unwanted users.
The shown user is in the user group which was set in custom workspace behavior under:
Edit Workspace "..." on root levelstage -> staging -> custom stages -> responsible persons

This Bug still exists in master too.

I can confirm that this bug is still present in version 6.1, even for the stage "send to review".
