Notifications sent on publish when stagechg_notification=0

Description
In 4.5.21, workspace publishers receive email notification when records are published despite the workspace being configured with stagechg_notification = 0 ("Stage change notification by email" = blank). Users are correctly not notified for send to review in this configuration.
I believe the fix is something like the attached patch file.

Is that still an issue with 6.2 or 7.4? The notification handling was changed in TYPO3 4.6
