closedL10n fallback does not work for ExtJS in BE

Description
When choosing a Backend language that is incompletely translated, the fallback mechanism introduced with TYPO3 4.6 is not respected anymore when localizing labels using ExtJS.
Instead of falling back to the next available language, it defaults to an empty string.
