sys_category should be globally available

Description
Hello Core-Team,
sys_category is a cool new feature for TYPO3 6 and should be globally available. But I can't create such records on RootPage 0. So you should set rootlevel=-1 for such records. So an admin can create some basically sys_category records on pid 0, too.
