Filelist and umlauts: error when moving or deleting folders

Description
When moving (or deleting) folders in filelist, I get an error if the folder names contain umlauts (ö,ä,ß,...). Server, database and typo3 are set to utf-8. Checked that multiple times.
Last known good version I tested is 4.5.17, all newer version show this error:
2: Directory "/var/www/fileadmin/user_upload/umlautfolder-ö" WAS NOT moved to "/var/www/fileadmin/user_upload/_recycler_/umlautfolder-ö"! Write-permission problem?
Error also occurs if there is no recycler. Permissions are correctly set.
- Ubuntu 12.04.3 LTS
- PHP 5.3.10-1ubuntu3.8
- MySQL: 5.5.34-0ubuntu0.12.04.1

Do you have UTF8filesystem set in the Install Tool?

Do you also have "[SYS][systemLocale]" set to correct (utf-8 aware) locale in the install tool?

Yes, I checked everything a couple of times.
