InlineElement.php Error for BEUser as NoAdmin

Description

A NonAdmin BEUser can not create a new CE with images (text with image or image), the same with edit a current element. Text is working.

The ERROR Message is:
Fatal error: Call to a member function getCombinedIdentifier() on a non-object in .../typo3cms/typo3_src-6.2.0beta5/typo3/sysext/backend/Classes/Form/Element/InlineElement.php on line 914.

I tested this with activate all rights in the BEUserGroup.
