Description
Independent of the fact if an extension is active or not it would make sense to be able to show it's documentation. Currently the documentation-link is only shown for active extensions.
(Tested with EXT:simualtebe).

In this case this is not a task for the extension manager. The documentation icon is added by the documentation extension which at the moment seems only to be capable of displaying documentation for installed extensions (it uses $GLOBALS['TYPO3_LOADED_EXT'] to determine paths to the documentation). I changed the category accordingly.

I think it is pretty confusing not to see the documentation only because the exension is not currently installed. The docs are there anyway and it surely makes sense to have a look into them before actually installing (or not installing) the extension.

Actually something must be wrong somewhere, I have EXT:documentation loaded, I have NOT EXT:sphinx loaded, documentation is locally available for many extension and in Extension Manager I see the link to the documentation:
Now, in Help > Documentation, I agree that I don't see documentation for extensions which are not loaded but this is the expected behaviour since this module is supposed to help the administrator or the users with features which are available in the corresponding TYPO3 install, so showing documentation for other extensions does not make sense.
Please clarify.

The documentation is there. And our customer reported that he would want to have a look into it before activating it. They went to TER then, looking for the information they already had locally. Well ...

OK, Stefan, so to make things clear, you are still using TYPO3 6.2 and we speak about the Help > Documentation module, right?
Having a look back at the code, the problem looks like only related to showing link to OpenOffice manuals. If you use the Documentation module to download a copy of the documentation as on docs.typo3.org, it should be visible regardless of the state of extension in EM.
Finally, there's always the possibility to post-process the list of manuals using the available signal, see \TYPO3\CMS\Documentation\Controller\DocumentController::emitAfterInitializeDocumentsSignal()
, if this is really a must have for your client.
Basically the problem is not really located within this extension but within the TYPO3 standard libraries which prevent, without some hack, to find extensions and their location on disk. Changing the behaviour of which manuals should be shown is a no go for 6.2 and I'd say even for 7, imho.

The original category was "extension manager". And that's what I refered to. Links in EM pointing to the downloadable documentations.

I close this issue for the following reasons:
1) I tried with TYPO3 8.7.19 to
- download the documentation of EXT:news
- deactivate EXT:news
- in Extension Manager the button "show documentation as html" for the disabled extension still works
2) since TYPO3 9.4 EXT:documentation has been dropped, so this issue can be considered obsolete now.
