Description
Cleanup FormEngine code.
This involves multiple steps:- use getters for global objects
- ensure the IDE does not report any undefined variables
- ensure return values of functions are consistent with phpdoc
- set data types for all members in phpdoc
These cleanups should go into 6.3 and 6.2 in order to ease future backports.
I will push multiple patches for this onto this ticket number.
