Upload folder missing for preinstalled extensions

Description
The extension felogin is one of the preinstalled extensions in TYPO3 6.2. It seems, that the creation of the upload-folder uploads/tx_felogin is not handled for this preinstalled extension, as the folder is missing in a blank TYPO3 6.2 installation. This leads to the situation, that a user is not able to upload/choose a HTML template in the plugin settings.
I don't know if this is a general problem with preinstalled extensions or if it only affects felogin. TYPO3 should at least take care of the creation of extension upload folders for preinstalled extensions.
Steps to reproduce
- Add the felogin plugin to a page
- Choose an existing HTML template
- Save to plugin settings
This results in an error saying, that the destination folder ins not available.
I could fix the problem by reinstalling the extension felogin, so that the upload folder is created by the Extension Manager

@Tom: This needs to be handled in the PackageManager then. Felogin "isPartOfFactoryDefault".

@Markus Do you know how this has been handled before 6.2? Imho the install tool has to install the extensions. The PM just tracks which packages are there and active/inactive.
