closedMultilanguage 123-installer

Description
The 123-installer shouldn't imho have too many string that actually need translation. It might be a good idea to make the installer translateable as well. Imho the languages can't be downloaded on demand but would need to be shipped at install-time.
And being able to perform the installation in another language, maybe that could then also be the default-language for the first admin-user right after installation.
Like "Download distributions" we might then also want to offer "Download translation" (at least for the installation-language) at the end of an installation.

why at the end of installation? It seems more reasonable to download them at the beginning. Or not?

Sorry, I had two thoughts in one :-)
For the 123-installer I felt we might need to ship translations with the system. Downloading those at the beginning would be an option as well, but you had no installer yet so could not set any proxy-settings etc.
The other thought was a translation-download at the end of the installer for all other (core-)extensions so the user has a usable backend in his/her language when the 123-installer is through.

hey stefan. i hope it is ok if i close this issue for now: making the installer multi language aware is a rather huge concept change and needs planning and people who actively work on it. at the moment it seems this does not happen. if specific work in this area is done, it should be included in a more general installer concept including fresh issues on this topic.
