The 123-installer shouldn't imho have too many string that actually need translation. It might be a good idea to make the installer translateable as well. Imho the languages can't be downloaded on demand but would need to be shipped at install-time.

And being able to perform the installation in another language, maybe that could then also be the default-language for the first admin-user right after installation.
Like "Download distributions" we might then also want to offer "Download translation" (at least for the installation-language) at the end of an installation.
