conceptually, isn't that why these are libs? why would we differnentiate then?

It's good that they are differentiated. I meant that they for themselfes don't get compressed and concatenated. All files defined in includeCSS should be merged and compressed in one file and all defined in includeCSSLibs in a seperate file. This works fine for includeCSS but not for includeCSSLibs. They don't get merged and compressed.
