Description
Currently you edit a FAL-metadata-record directly, without having the context of a file. It would however make more sense to edit "the file" and have the metadata shown inline. This could be done via IRRE. But we'd need constraints that only one metadata-record can/must exist and need to verify it works correctly with translations for metadata as well.
Background of this discussion:
When editing metadata as an admin-user there is a delete-button in the actions-bar. But that doesn't delete the file (as you might expect) but instead deletes the metadata-record - which is technically correct, but not what users might expect and it's also not really obvious. When browsing the filelist a new empty metadata-record is created.
As a non-admin-user you maybe don't have that delete-button. This seems to be the case if you don't have access to pid 0 (where the metadata-record are stored). But you still have the possibility to edit and save metadata.

This will also help with cases where if you search for a filename and get taken to the sys_file-record you currently can't move from there to the associated metadata-record.
Search will be one interesting topic though: In case you find some match in a filemeta-record, the link will still need to point to the sys_file.

#58724 imho is related since it mentions that if you found metadata through the search currently there is no way to jump to its file-object (to preview or download the file you found, ...).

Update for version 7: As far as I can see the "delete" button is no more present
Update for version 6.2.19: when you edit the metadata of a file in filelist module, the delete button is still present, but as far as I can see, when you click it, it will not create in filelist an empty metadata-record.

I close this issue for now as it seems IMO solved for version 7.6 and higher. If I am wrong, or I have misunderstood it and you have more information about how to reproduce it on recent TYPO3 versions like 8.7 or 9 (a full list of steps would be great) please reopen it or open a new issue with a reference to this one. Thank you. Looking at master (9.1.0-dev) I can confirm that there is no delete-button anymore when editing file-metadata. This way you at least don't struggle trying to delete "the file" but actually only delete the meta-record etc. Making it better in general, like having a delete-button for the file in the listview or so, we will take care for master during an upcoming rework for the filelist.
