Description

By solving https://forge.typo3.org/issues/66358 fe-editing-icons are shown again in current master.

But the ToolBar icons that are used for editing the page itself (on the top of the page and in the admin-panel) don't work, because the paths to the respective modules are wrong. The segment for the path to the typo3/ directory is twice in there, as it's added both in AdminPanelView itself and later it's added again from BackendUtility.
