Re-add 7.0/Breaking-59659-DeprecatedCodeRemovalInBackendSysext.rst and throw wizard script exception

Description

The house of forms patch removed a couple of .rst files and substituted them with a more general "if you used formengine api, your code is broken now" message.

It seems one .rst file was removed too much:

7.0/Breaking-59659-DeprecatedCodeRemovalInBackendSysext.rst

Task is to re-add this file and only remove those parts that are specific to formEngine methods ...

Especially the "wizard registration changed" part should stay, since this is important for coders and forces TCA adaption.

Also, it would be great if a "script" registration now throws an exception to hint coders about this fact and not let them search on why the wizard just vanished ...
