sys_language_overlay should respect hidden flag of content elements

Description

How to reproduce:

  • Default language is english
  • Setup a additional language (german)
  • Set
    config.sys_language_overlay = 1
config.sys_language_mode = content_fallback
  • Insert two elements in default language
  • push "Translate default content elements" to the german language overlay
  • hide one element in german language

Now you see two elements in the german frontend. One from the german language overlay and one from den default language.

In my opinion there should only be one german element as the other is translated but hidden.
