When editing an FORM cObj (sysext) in BE, the hidden field is not displayed in the section "access".
TYPO3: 7.5

If important: fluid_styled_content is used instead of css_styled_content.

I think this is a far bigger issue. EXT:form is "defined" in css_styled_content. Right now there are no plans to "move" it to fluid_styled_content. Since css_styled_content and fluid_styled_content can be installed together without any harm there is no need for changing it right now. We have to discuss the bigger picture. Without fluid_styled_content it is not possible to get any FE rendering right now.

What do you mean with "Without css_styled_content it is not possible to get any FE rendering right now".

In the installation I discovered this issue we use only fluid_styled_content, css_styled_content is disabled. But I see the form in frontend...

Seems still present on 7.6-dev (latest master)
Steps to reproduce:

1) deactivate css_styled_content
2) activate fluid_style_content
3) put somewhere a "form" content element
4) access tab > the "Visibility of content element" checkbox is absent.

So discussed this issue right now. EXT:form needs to be standalone and should not depend on either CSC or FSC. So, we need to define the whole TCA type standalone in EXT:form/Configuration/TCA/Overrides/tt_content.php.
