Show Tooltips on the Buttons in the Extension Manager

Description

It would be great to see Tooltips in the Extension Manager.

There are several buttons on the right side of each Extension.

Not everybody knows what which icon is for.
I keep the mouse pointer over the button to see the Title-Tag with the description for the Button.

But it takes way to long until the Browser shows me the Title-Tag.

I think it would make a better usability to see the description immediately as a tooltip when i hover the button.

i have tooltips in 7.6.1 german / english.
can you please test with the last dev-version?!

@Gianluigi: Mikel refers to the native tooltips, which are indeed present, but have the typical OS dependent delay.

@Mikel wants those fancy bootstrap tooltips if I understood that correctly?
