Cannot reorder/rearrange translated content elements

Hello
I'm using two languages on my system, English (0) & Welsh (1)
TYPO3 7.6.4 (PHP 5.6.20, MySQL 5.7.10, FreeBSD 10)
My English content elements have been mirrored (translated) into Welsh content elements.
When I navigate to Page > "my page" > Lanagues I am able to rearrange the English content elements but I am unable to rearrange any Content Elements that exist in an alternative language (Welsh in my case).
The same also happens when I go to Page > "my page" > Columns > Welsh
Grateful if someone can confirm / replicate this issue.

Tom, if you translated the content element, I think that this behavior is intended;
I copy the explanation of "translation" from the popup on v.7.6:
Translating content will create a direct connection between the original language and the language you translate to.
This means that moving and element or setting meta information like start- or endtime will be taken from the original content and you will not be able to set these values on a translated content element.

This is appears to be correct, I need to do a bit more testing but I'll probably close this ticket as this has resolved my issue.

@Tom - no it's not correct.
Developers, are you serious? Localized content MUST be arrangable afterwards. I want to localize a content element, not the whole page. I want to insert new elements in the localized pages too. I don't want to copy the element because other attributes should be applied after the orignal one was edited.
Arrangement is important feature - fix it please!

@René Fritz Depending on what you are wanting, you may need to use one of the other possibilities to translate content.
