default language for editor who is limited on alternative languages

Description
As an editor who is limited to one or more alternative languages i should not allowed to create content elements in the default language.
Acceptance Criteria:
• in page module: button „Content“ (Create new content element) is not visible in the default language
• in list module the option „Create new record after this record“ should not be visible in the default language
• in list module the option „reposition content element“ should not be visible in the default language
• in list module the options „cut“, „copy“ and „paste after“ should not be visible in the default language
• in list module the options „move up“, „move down“ should not be visible in the default language
• in list module the options „Edit record“ should not be visible in the default language
