Upgrade Wizard to add <p> tags to RTE fields

The RTE now always stores <p> tags in the database. An Upgrade Wizard is needed to migrate existing data to the new format.

this has been abandoned on gerrit: the frontend copes with both and the content is updated on first new save. that's enough for the time being.
