Description

When setting locale_all = tr_TR.utf8 or tr_TR frontend breaks.

Most str_ methods used by the core are locale aware. This gives issues when setting setlocale(LC_CTYPE, 'tr_TR.utf8') as there is no upper-case i in the Turkey alphabet. As a result autoloading breaks when using the <f:if viewhelper.
