Description
The list of (built-in) cache flushing functions can be switched to a single option to flush all caches when the TYPO3 application context is development.
This allows also non-admins (switch-to, test logins, etc.) to clear all caches in this context.
When site is in Production context the normal rules apply, e.g. user must be administrator or all-flush must be enabled for the user.
Does not affect hook-generated cache clear actions.
To be accompanied up by UX change which turns the cache flush button into a single link, skipping the drop-down, when there is a single item in the list of actions.
