Description

I've set up a fresh installation of TYPO3 CMS 7.6.17-dev. Tested with PHP 5.6 and PHP 7.0.

When flushing the caches (whether frontend, general or system caches) I'm getting redirected to the web list module with an error (see screen):

Uncaught TYPO3 Exception
#1289917924: You don't have access to this page (More information)

RuntimeException thrown in file
.\typo3\sysext\backend\Classes\Http\BackendModuleRequestHandler.php in line 193.

It also does not matter from which module I'm calling the caches buttons.
