Missing 'edit' icon in file index (filelist module)

Description
In the file list there's no edit icon, while on a default install a disabled icon is visible as the first icon. This is easily taken for a disabled edit icon which is throughout TYPO3 in most cases the first icon. If you want to edit the file you have to know that you've to click the title.
Also when you do edit the same file from within the IRRE view an edit icon is available.
This seems to be inconsistent UX.

if you have multiple languages you get double "edit" icons now ... IMO we should only add the edit icon when there is only 1 language
