If you create a tranlation in a workspace (without publishing the changes) you can't create a other translation in LIVE

1. Create a new text element in live workspace (workspace-id 0) in default language (language-id 0)
2. Switch to a workspace (workspace-id 1)
3. Create a translation for the text element
4. Switch to live workspace (workspace-id 0)

Result:
In the Live workspace or in an other workspace its not possible to create additional translations for the records.

Expected behavior:
Both translation are handled separately and if I push the translation from workspace to live, the live translation will be overwritten.
