Make forms of EXT:form translateable

Description
TYPO3 is known for its good multilanguage support. This is currently missing in EXT:form when building a form. Instead of blindly duplicating forms per each language I would be in favor of having 1 form and translate the labels instead.

Is the current solution not enough or didn't you find the instructions on how to use this?

an editor can't currently create/add/edit XLF files, neither in TYPO3 nor in form ext. (yes there are 3rd party tools but that is not really a valid solution)
We already have ideas to make translations within the form editor :)
But we still need some time to implement it.
Would it be nice to have a core module like EXT:lfeditor? (I mean, not only for EXT:form) IMO it would be a great feature.
In February, we will have a meeting and want to write and discuss some concepts. We want to address 3 important features: imports, translation UI, condition UI. As soon as the concepts are created, we will put them on the blueprints or on the forum.
