Warn user in Reports module about invalid locale settings for SYS/UTF8filesystem

Description
If SYS/UTF8filesystem is true, but no matching locale is set, creating or uploading a file like 'öhöhöö.txt' results in unpredictable results and exceptions. In the worst case it's impossible to use the filelist module anymore.

A similar change was done some months ago: #89351
So I think this issue is obsolete now.
