There are multiple things to tackle to achieve a better way to define configuration for TYPO3:
- Distinguish between dev and prod
- Make it possible to set specific settings from environment
- Allow extensions to provide configuration in a structured way without the need to execute ext_localconf.php
- Allow to distribute configuration between different files
- Allow other file formats than php for configuration
