"Check for core updates" Button dont work.

Description
In my TYPO3 9.5.0 (still in 9.5.1) the button "Check for core updates" doesn't work.
In Chrome console is no error and no request fired. Same in Safari and Firefox
The problem exists in multiple installations on two different Servers (Both with Plesk Onyx - if this is helpful).
The PHP version is 7.2.9
The Installation of TYPO3 is done manually without Composer.
The structure of the first Page is:¶
websiteroot/typo3_core/typo3_src-9.5.1/[core]
websiteroot/typo3/typo3_src -> ../typo3_core/typo3_src-9.5.1
websiteroot/typo3/typo3 -> typo3_src/typo3
websiteroot/typo3/index.php -> typo3_src/index.php
The other Page:¶

The Website User has full access to all files.
If further information is needed let me know - I could also provide a hosting package for testing on the server.

Seems like this is a JavaScript error.

the listener doesn't react on click - theres no output when I add a console Log into its "clickfunction".

In my amateurish debugging process I wrapped a 500ms timeout around - then the eventhandler reacts but throws an error into console: 'self[action] is not a function'.
Using the same functionality with typo3_src-9.5.0 in
/typo3/install.php?&install[controller]=upgrade
leads to a proper „Update to regular released version 9.5.1 is available!“ but no chance to update.
