Backend language files missing / German backend incomplete

Description
After updating the German language over the "Manage Language Packs" option in the Admin Tools many language files are missing. Some parts in the backend are displayed in English (like List module, Save and Close Buttons, Admin Tools Navigation for example) while other modules stay in German. When I open the directory typo3conf/l10n/de/core/Resources/Private/Language/ for example then it contained 29 files before I update the language and 4 files after I update the language. This is tested on 2 different installations (2 different servers) with Typo3 v9.5.8 and v9.5.9.

- TYPO3 Version set to 9

It just happened to me too after updating the language packages.

Anybody can check this and give any information?
It's still not fixed (Propably it's not a real Typo3-Bug but some kind of misconfiguration of the language files server?)
