Description

A follow-up for #91080.

The site settings must be accessible in TSconfig in order to leverage configuration stored in the central site configuration.

As TSconfig has no concept of constants so far, a new pre-processing step needs to be introduced that allows to reference site settings.

If usage in User TSconfig is possible too needs further investigation, but would be a nice-to-have.
